General procedure in almost anything that builds applications, installers etc, is to not treat failure to sign as fatal.
Mainly because it can be 'cured' by signing the file after the fact with PowerShell for example.
You are correct that a post build command could identify the missing signature and either delete the file or
just sign it after prompting you to load the token.
