These are errors from the Wix Toolset. The first one specifically points out that a Windows API function (GetShortPathName) threw an exception.
The second one is from a different WiX tool.
From what I was able to learn is that this can happen if a file no longer exists between initiating the process and getting to building the short name.
The same is true for the second error. If files randomly disappear during a process, 99% of the time it is an overzealous security software.
Anecdotal references also indicate corrupt files system, pending OS updates waiting for a reboot or fried hard drives.
If I were in your shoes, I would first move that project to a different computer and see what happens there. If that works, its the computer in question, somehow.
If not, look for commonalities. Try on a computer outside your corporate environment, maybe with a different Security/Malware solution.
I am not recommending turning this type of software off, but if can disconnect from the network for a test with that off, it might be useful to verify it that makes a difference.
